Your District Governor’s Message

There’s a song that says: “Ain’t It Funny How Time Slips Away”. My age won’t let me

remember the words or the artist; the “tune”, yes, but not the rest. As in the song, the year

has nearly slipped away with only 2½ months left. In March, I had nine (9) Club Visitations,

two (2) State Convention Meetings, one (1) Region/Zone Meeting, one (1) Honorary Meeting,

and the planning of the Spring Party and District Convention, with which I had little to do. At

the same time, the Charter Night for Waynesburg University Lions Club was also being

planned.

The Club Visitations amaze me. You think you have heard it all. Then you go to a small

Club and hear what they are doing and you think, WOW, I can’t believe what these Lions are

doing. I never would have thought of that. Each Club has a different approach to raising and

using money to support and help their communities and those less fortunate than themselves.

I should have been writing this all down, and then passed the list around to all the Clubs in the

District so they could have gotten some new ideas. That’s a thought I’ll pass on to DGE Palli.

Our end of February membership numbers weren’t all that great, -15; but the end of

March, it jumped to a + 26, thanks to the Waynesburg University Lions Club. We’ll have some

pictures and a story about their Charter Night next month. We’ve taken in several new

members throughout the District, but it seems when the numbers go up, we turn around and

let a few others slip out the backdoor. We have to figure a way to “shut the door” and keep

the ones we have. Retention is a problem all over, and it’s a problem we have to address. We

have to keep our members busy, interested and happy. As our International President asks us

with his slogan, Challenge to Change, we need to try to change the way we conduct our

meetings and make them interesting, and enjoyable. Let our younger members give us some

new ideas and put them to use. We OLD GUYS have been doing things the same way for

years, and maybe we need to LEARN to change. Could we have become stagnant in our

thinking, and need to re-think HOW WE DO WHAT WE DO?

Lionism can’t be kept alive without Lions to keep it breathing

I want to thank the committee for the great job they did with the Spring Party and

District Convention. What a super job they did, especially RC Gloria, to the point of being

hospitalized. I think she was trying to get out of the work, but her team fooled her and waited

for her to be discharged. Of course, IPDG Gloria, was there to jump in and help as usual. RC

Bob, RC Rich and RC Peg worked tirelessly with RC Gloria and the outcome was superb. ID

Kolkmeyer said it was a great function, and really had to compliment us on our Necrology

Service. He said it was exactly the way it was supposed to be and he was impressed. Again

14-M “strutted their stuff” to the point of perfection. I think everyone who attended the Party

really enjoyed themselves, and I heard many compliments from them. I also heard several

compliments on the Seminars, the Presenters, and Displays. I guess they can expect to be

asked to come back next year.

I also want to thank everyone who came and shared the evening with Phyllis and me,

and for the gifts. They were unique and much appreciated. Of course, I was a little

embarrassed when my picture was unrolled and everyone saw my REAL physique. To those

of you who weren’t there, you’ll never know.

MESSAGE FROM VDG JOSEPH PALL I

Easter came early this year, the Spring Party and Mini Convention came early this year

but the spring weather is just moving in slowly. We have no control on the weather we just

take what we get. Hopefully we will get the kind we like.

It has become official that I will be the District 14M District Governor for the year 2008-

2009. I’m looking forward to the coming year and serving with you and the District. I

emphasize WITH YOU because it takes all of us to get the tasks ahead of us completed. The

most important task is membership. I know that we all are getting tired of hearing about

membership so it’s time to stop talking and start doing something about it. We talk about

membership nights, Pennsylvania Plan, and so many other methods of getting new members.

These are all great and they work but membership recruitment is a 24/7 project. In case you

don’t know what 24/7 means, it’s 24 hours a day 7 days a week. Every person we as Lions

Members meet in our everyday lives is either a Lion or a Potential Lion. We as Lions must

keep in our minds at all times that they are such and ask them. If we fail to ask we will never

know. Someone once said, “Ask and you shall receive.” This is a powerful statement. Let’s

go out and ASK and see what happens. I know from experience that there are Lions members

out there not knowing what Lionism is all about and we have to look for them and let them

know what we are all about. Do this and I know you will find new members but you must make

up your own mind that it will work or you won’t succeed.

Loughman, on February 26 2008. At birth, Ellior weighed 6lbs. 7 oz. Lions Melissa and Elliot

District White Cane Day Chairperson Lion Amy Reskovac would like to remind all clubs to

send in a White Cane Day Report to her by April 14, 2008. The money that you raised is to be

BCR LIONS CLUB CASH BASH

The BCR LIONS will be holding a CASH BASH in cooperation with the Richeyville Fire

Department on April 19, 2008. The event will be held from 6-10 PM Anyone wishing to attend

should contact Lion Mark Ford at 724-632-6378. The cost of $20.00 each includes admission,

food and “refreshments”. There also will be various games of skill and chance. There will be

25 drawings for cash prizes from $400 - $4000 for a total of $16000. Checks should be made

The Bentleyville Leos are helping to sponsor a Spaghetti Dinner on Sunday, April 27th

at the Bentleyville Social Hall. The cost is $7.00 for adults and $5.00 for children under 10. All

of the proceeds benefit a fellow classmate and Leo that lost their home and all their

responsibilities of District Newsletter Editor for the upcoming year. Lion Bob is willing to help

you learn the ropes until you feel comfortable with the position. The skills needed are

knowledge of MS Word or a similar word processing program and the internet.

REMINDERS

Your PU-101 must be filed by May 15th! This can be done via the traditional paper form

or through the WMMR link online at www.lionclubs.org.

100% Club, President, Secretary, RC & ZC Awards Guidelines and Information are in

your District Directory – Deadlines apply! If you are eligible, it is your responsibility to notify

your club secretary.

April 20th is the last day to mail your Membership Reports (M&A) to International. Clubs

who file online using the WMMR site have until the last day of the month to submit

Membership Reports to International. This change is permanent beginning with the April 2009

reports.

Please remember to send a copy of your Membership Report to DG Neil. The date for

submitting the District M&A report has not changed. These reports must be sent to DG Neil,

your RC, and your ZC by the 3rd of each month,.

It’s time to adjust your wardrobe! Beginning May 1st through August 31st, the official

Lions’ attire includes White Pants, White Shoes, White Belts, and a Green Jacket.

It was incorrectly announced at the Mini-Convention on March 29 that the 2nd place

Meyersdale and Salisbury Lions Clubs had very successful Pancake Dinners sales

this year at the Maple Festival. Meyersdale Lions Club honored Lion Paul Gnagey for 60

years in Lions with a plaque. Lion Paul has served in many capacities in the past 60 years.

He also served as a Zone Chairperson for one year.

Other events: Somerset Lions Club Oyster Feast 4/7/08, Salisbury Loins Club Charter

Night 4/11/08, and Connumach Lions Club 60th Charter Night 4/21/08.

UNIONTOWN LIONS DOLLAR$ FOR $CHOLAR$ GOLF SCRAMBLE

Uniontown Lions Club will hold its 20th annual golf scramble at Springdale Golf Course

in Uniontown on Saturday, May 31, 2008 with a shotgun start at 8:30 AM. Entry fee is $50.00

per person and includes many cash and skill prizes, food and beverage on the turn, and a

steak dinner following play. Proceeds benefit the Uniontown Lions Club Thomas M. Dolfi

WAYNESBURG UNIVERSITY LIONS CLUB

It’s official! The Waynesburg University Lions Club held Charter Night on April 6, 2006

at Alumni Hall, Waynesburg University becoming the 50th club in District 14-M. Approximately

100 Lions, Lioness, Leos and guests were on hand to celebrate as District Governor Neil M.

Canan inducted 42 charter members. Charter members inducted include Amanda Baughman,

BINNSTOWN-LOWHILL CHICKEN ROAST SCHEDULE

Mark your calendar and bring your appetite! Binnstown-Lowhill Lions Club will hold

their roast chicken and pork sales at Puffy’s on May 3rd, September 6th and October 4th.

SPOTLIGHT ON LEOS

BERLIN LEO CLUB

This month was fun, rewarding, and slightly chaotic for the Berlin Leo Club. They held

the annual Easter egg hunt for the elementary students in grades K-2 on March 20. This

lasted from 8:15 a.m. to 12 noon. LEO members hid plastic Easter eggs, handed out prizes

and candy, which was purchased by the LEO members, and held classroom and grade

drawings. Once again, the Easter egg hunt was a success. On March 27, the LEOs sorted

daffodil orders for the American Cancer Society. They also took time out of the day to deliver

all of the flowers. Additionally, the Berlin LEO Club sent a check for the “Nothing But Nets”

campaign. The amount of this check was $300.00, which is enough to purchase thirty nets.

Proudly, they surpassed their original goal of 25 nets! Lastly, the Berlin LEO Club is proud

that their very own Co-President, Catelyn Hillegass, was named Somerset County’s Queen

Maple VXI.

LEO OF THE YEAR

During the events of the Spring Party and Min Convention, Lions Eleanor Chapman, Joe

Walko and Glenn Lehman had the difficult task of selecting the district Leo of the Year from

the presented applicants. With excellent candidates, they all agreed that it was one of the

most difficult things they have ever had to do.

After much deliberation the chosen candidate was Dominic Sicchitano from the

Bentleyville Leo Club. A junior at Bentworth High School, he has been a member of the club

for the past three years and has earned Lions International Gold Leaders in Service Awards

for the past two years and will be receiving one for this year also for his over 100 hours each

year of community service. He was selected as the United Way's M. Kathleen Ramsey Student

Volunteer of the Year of Washington County, is named in Who's Who Among American High

School Students, has received the American Legion Award and is an honor student.

In addition Dominic is very active in the local fire department where he is a certified EMT, and

certified in Water rescue, Essentials of Fire Fighting, CPR and First Aide and Haz-mat

Operations. He also volunteers for the Jefferson Ambulance and Chair as well as the

Washington Ambulance and Chair Services.

Once again our district is very fortunate to have such a distinguished young Leo to

represent us. Hopefully his application will go on to win on the state level and move on to

International.

PU-101 (2008 – 2009) OFFICER REPORTING FORM) REMINDER

District Governor Neil received word from Lions Clubs International that PU-101 forms

would only be sent to Clubs who are not filing online using the WMMR site. This form is the

one that your club must file by May 15, 2008. The form should be completed as soon as you

have had your club elections for 2008 – 2009 and know who your President, Secretary,

Treasurer, and Membership directors are. If you do not file this form, your newly elected club

officers will not receive information and forms from International for the upcoming year. The

form is to be filed by your Club secretary or president and sent to LCI no later than May 15,

2008. A copy is to be sent to the District Governor.

If your Club does not receive a form and does not file online, please contact DG Neil or

your Region or Zone Chairperson or download a form from www.lionsclubs.org. If your club

files its monthly membership online using the WMMR site, you can file your PU-101 online by

logging into the WMMR site. If you file online, please remember to print out and send a copy

of your PU-101 form to the District Governor. Detailed instructions were included in the

February edition of the Lions Tale.

The instructions for filing your PU-101 indicate that the form must be sent to the DG no later

than May 15th. This statement can be misleading since the term DG refers to the DG for 200 –

2009. Technically this means that you should send your PU-101 to DGE Joe Palli at:

STATE CONVENTION COOKIE REQUEST

TO: Lions, Lioness, and Leo Clubs of District 14M

As you know the Pa. State Convention is being hosted by the Lions of 14M on May 15

thru May 18 at the Meadowlands Holiday Inn, Washington, Pa.

We are asking each club to contribute at least 10 dozen cookies for the Hospitality Night

on Friday evening, beginning at 6:00 pm. The cookies may be brought with you on Friday and

dropped off at the front desk with instructions to give to Mary Ann and that they are for the

Lions. Please use non-returnable containers as the Holiday Inn will do the plating and there is

no way of getting the containers returned.

There are Lions/Lioness in some areas acting as coordinators for us. Region 1, Zone 1

is Marian Gossler of the McDonald Lions and Dorothy Smith of Berlin, Pa in Region 5. Please

give your cookies to them or to your Region Chairperson or Zone Chairperson if you can’t

bring them on Friday yourself.

We would appreciate each club letting us know if they are participating in this endeavor.

Club News & Activities

LIONS CLUBS

BCR..15 members..Club is selling Cash Bash tickets for April 19, 2008 for $20 each. This is a joint venture with the Richeville

Fire Department. BCCEF Scholarship Awards Dinner is May 22, 2008 at Hugo’s. BCR Golf outing June 21, 2008 at

Springdale Golf Course in Uniontown. Voted to send $1,000 to BCCEF for last year’s recipient. Voted to send $1,000 to

California Community Foundation for last year’s recipient. Voted to participate with support of door prizes for both

conventions-checks should be coming. President will attend the State Convention. Club voted to participate in all District

Projects-checks should be coming.

Bentleyville..28 members..Sponsored Lioness Club, sponsored LEO Club, sponsored Boy Scouts, selling brooms, mops,

trash bags, and mints. Secretary, Treasurer, and 3 members attended joint region, zone meeting. 2 members attended

District Spring Party. Secretary, Treasurer, and 3 members attended the District Mini Convention. Had a spaghetti dinner

and Chinese auction for a net profit of $1,231. Voted to enter a float in the Pa State Convention Parade. Purchased 2 duck

race tickets from Beacon Lodge. Donated $200 to Bentleyville Lioness Club to be applied to funds for burned out

victims. Conducted 3 readings of the nomination of officers for 2008-09 and elected officers. Submitted PU 101 completed

forms and sent them to International and District. Submitted officers reporting forms to PA State Council of Lions Clubs.

Planning a Membership Drive. Sent newsletter to DG, VDG, RC, ZC, Lioness Club, Leo Club, Observer Newspaper, and all

Club Members.

Berlin..49+1=50..members..Helped the Red Cross with their Blood Drive on March 10th at the Borough Building collecting

64 Singles and 7 doubles were collected. Blood Drive netted 27 man hours, Food pantry 75-80 man hours per month, Meals

on Wheels 22 man hours per month, and Schrock Playground 3-4 hours per month.

Binstown/Lowhill.. 24 members..Sold brooms, collected used eyeglasses (8 members, 8 hours), and donated $3,000 to a

local fellow who was injured in a farm accident (broken neck).

Boswell..17..members..Student of the Month Winston Shaulis & Parents were honored at a dinner meeting, a plaque will

be presented at High School Awards program in May. Easter Fruit Basket sale is completed. Final report will come in April

with approximately $800 profit. Stoystown Lions (6) visited our Club. Lion’s R. Tinsmith, B. Felix, C. S. Ickers Jr., and

President Jan deVries and their spouses attended the Spring Party. Lion’s Tinsmith, Felix, and Ikers also attended the

Mini Convention and the Melvin Jones Breakfast. Lion’s R. Tinsmith, B. Felix, and Jan deVries attended the Zone meeting

March 17th at Connumach.

Bullskin Twp..59..members..Made donation to Girl Scouts little house. Four members sold food at local auction. Held white

cane at two locations with a total of 12 members helping. Four members attended the Bullskin Fire Department Banquet.

Selling brooms and food tickets.

Burgettstown..15..members..Club is currently conducting a raffle and held a Saint Patrick’s dance on Saturday March 15,

2008. Ongoing recycling of ink jet cartridges, used books, movies, and cell phones.

California University of PA Campus Club..27..members..No Report

Carmichaels.. 37..members..Raised funds through broom, glass cleaner, 50/50, and Koeze Nut Sales. Placed ad in

State Convention Booklet and entered foursome in State Convention Golf outing. Provided 1 new pair of eyeglasses, held

Football Banquet and honored 3 students. Had 2 guest speakers from Community Action Southwest at meeting. Donated

$1,000 to CSFII. Placed $100 ad donation in Chamber of Conference Dinner Dance newsletter. Sponsored 5 individuals at

$50 each to Beacon Lodge. Chose 9 Boy of the Month and 9 Student of the Month honorees.

Charleroi..21..members..Honored a High School Senior Boy as Cub of the Month. Sold brooms, trash bags, and c

ompleted Koeze Nut Sales Project. Held 45th 52/200 Fund-raiser. Presented Melvin Jones Fellowship to two Members, Robert

W. Krusey Jr., 48 years and Joseph L. Wojcik, 25 years. 6 members attended the Region 2, Zones A & B meeting.

Clarksville..8..members..No activities were reported this month.

Confluence..52+1=53..members..Four members attended the Zone A Meeting, including the 1st Vice President, 3rd

Vice President, Secretary, and Assistant Secretary.

attended the Connumach Lioness 24th Certification Night on 3-10, the 60th Charter Night of the Geistown-Richland Lions Club

in District 14-J on 3-08. Forty-two attended the Region Five Zone B meeting on 3-17 at our Lions Building including

out to needy, a wheel chair, a shower chair, and a hospital bed. Club sponsors Cub Scouts, Girl Scouts, and a Leo Club.

Had a dinner meeting at Hugo’s on 3-12-08 special guests were Leader Dog Chairperson Malinda Ogburn, a blind Lady,

and her Guide Dog. Club to hold White Cane on April 1st, 2nd, & 3rd.Will also sell brooms and mops made by Blind

Craftsman of Pittsburgh. Club discussed different fund raising projects. All bills and per Capita paid. Secretary took 4

boxes of used eyeglasses to Blind Association of Fayette County. Several members to attend Spring Party and Mini

Convention on March 28th and 29th. Club also sells mints.

Screening was held on March 8th with 43 participating. Lioness Mabel attended the Drug and Alcohol Poster Award Dinner held

by the Hickory, Midway, and McDonald Lions Club.

Egg Hunt for Bentleyville Elementary School K and First Graders, 42 Leos went to Southwest Veterans Nursing Home on

March 14th to deliver St. Patrick’s Day hats and buttons. 21 Leos worked at Steeler Night football basketball fund-raiser for

Camp Ben-A-Fit, and hoped to make $3,000. 15 Leos hid Easter Eggs for Hunt. 8 Leos helped unload and sort over 2,000 pies

for fund-raiser. 8 Leos helped Bemtleyville Lions Club with Spaghetti Dinner and donated a Chinese raffle gift Basket. 8

Leos helped fire victims sort through their belongings.

Berlin Leo Club..20..members..Club held annual Easter Egg hunt for the elementary students in grades K-2 on March 20.

Leo members hid plastic eggs, handed out prizes and candy, which was purchased by the Leo members, and held classroom

and grade drawings. On March 27, the Leos sorted daffodil orders for the American Cancer Society. We also took time out

to deliver all the flowers. Additionally, the Berlin Leo Club sent a check for the “Nothing But Nets” campaign in the amount of

$300, which was enough to purchase 25 nets. Berlin Leo Club is proud that our own Co-President, Catelyn Hillegass, was

named Somerset County’s Queen Maple VXI.

IMPORTANT INFORMATION REGARDING CLUB ELECTIONS

It is time for your club to plan for election of Club officers for 2008 – 2009. The

following information was taken from LCI’s Website and will give you general guidelines for

conducting nominations and elections. Detailed information is available by following the links

at the end of this article.

It is important that you conduct your elections prior to Apri l 15, 2008 and immediately

submit the results of your elections by completing your LIONS CLUB’S OFFICER REPORTING

INFORMATION FORM (PU-101). If your club does not receive one from LCI, you may

download one by using the link at the end of this article.

The Lion Secretary should Use this form to report the names and addresses of your newly

elected club officers to International Headquarters. This form is extremely important–all

communications your new officers receive during their year in office will be based on the information

you provide here. You are only required to include the names of your new President, Secretary,

Treasurer, and Membership Chairperson. You should PRINT the needed information on this form

and return it in the enclosed self-addressed envelope, immediately following your club elections

in April. Final deadline is May 15. If you fail to return this form, your new officers will not be able to

receive the information and materials they will need during the coming year.

IMPORTANT: Send THE YELLOW COPY TO OUR 2008 – 2009 DISTRICT GOVERNOR as soon

as available. This information is necessary for the completion of the new District Directory.

General Procedural Guidelines for Club Elections:

Club Elections – Timing: Elections are to be held no later than April 15 of each year. The club

secretary is required, either by mail or by personal delivery, to give notice to each member of the club

at least fourteen (14) calendar days prior to the date of election. (Standard Form Club By-Laws,

Article IV, Section 1.)

Nomination Committee: The Club President appoints the nomination committee, which

submits the names of candidates for various club offices to the club membership at the

nomination meeting. (Standard Form Club By-Laws, Article IV, Section 2.)

Nominations: Nominations may be made from the floor of the nomination meeting. Once

nominations have been closed, no more nominations may be made. If the nominee/s are

unable to serve, and there is no other nominee, the nominating committee may submit, at the

election meeting, names of additional nominees for that office. (Standard Form Club By-Laws,

Article IV, Section 2 and 3.)

Eligibility for Office: To be eligible for club office, the Lion must be an active member in good

standing. (Standard Form Club By-Laws, Article II, Section 2.)

General Voting Guidelines: Unless otherwise provided in the respective club constitution and

bylaws, the election shall be by ballot by those present and eligible to vote. A plurality vote is

necessary to elect.

Quorum: The presence in person of a majority of the members in good standing. (Standard

Form Club By-Laws, Article III, Section 5.)

1. Eligibility to vote: Voting privileges are granted to members present who are in good

standing and fall into one of the following membership categories: Active, Affiliate,

Associate, Life, Member at Large and Privileged. The president is entitled to one vote, so

long as he or she is in good standing.

2. Plurality vote: The candidate receiving the largest number of votes has a plurality.

3. Form of Ballot: Unless otherwise provided in the respective club constitution and by-laws,

or other adopted rules, in elections, “for” and “against” spaces or boxes should not be used.

They are applicable only with respect to votes on motions. An election, in effect, is a vote

on filling a blank, and a voter can vote against one candidate only by voting for another who

has been nominated or by writing in the name of another candidate.

General Principles Regarding Elections:

All elections should be guided by the provisions contained in the respective club, district and

International Constitution and By-Laws, or by any rules of procedure adopted by the respective

club or district for elections or by local statute or common law. Otherwise, all questions of order

or procedure should be determined in accordance with Roberts’ Rules of Order Newly

Revised, as revised from time to time.

Lions Clubs have a New Filling Requirement for IRS

If your Clubs gross receipts are $25,000 or less you should have been filing a 990EZ form each year but it

was not required. However now your Club MUST file the new E-Postcard (also known as 990-N) each year

or you will lose your Tax Exempt Status. For more information go to www.irs.gov/eo for complete details.

This form must be filed each year by the 15th day of the fifth month after the close of your tax year. Lions

Clubs operate on a fiscal year, July 1 to June 30, and the E-Postcard will be due by November 15th, 2008.

Do not take this lightly for it is a must do situation or you will be penalized. The November 15th, 2008 date

is the deadline for the first year. Club Presidents, Secretaries, and Treasurers get the required material

and get it done! If you need more information and can’t find it contact VDG Joe Palli and we will get it.

Resources Available for a Pro -active Pandemic Flu Plan

Lions are invited to distribute free pandemic influenza (flu) flyers throughout their communities. The

flyers are available for downloading from the Lions Web site at:

In July 2007, The International Association of Lions Clubs agreed to help the US Department of Health

and Human Services (HHS) disseminate information about (large-scale) pandemic flu. Participation in this public

health campaign is an honor for Lions.

Immediate Past International President Jimmy Ross led the way in this healthcare initiative by participating in

HHS’ advertising campaign, Take the Lead: Pandemic Flu - Working Together to Prepare Now. His photo appears

on US national pandemic flu advertisements.

Pandemic flu preparedness is important because the 20th century experienced three pandemic flu

outbreaks. Millions of people died. Unlike seasonal flu, there is little, if any, immunity to a pandemic flu virus.

Public health officials need several weeks or months to identify a pandemic flu strain and develop a vaccine.

Good personal hygiene is the best defense against the flu. the Lions pandemic flu flyer encourages the

public to wash their hands frequently and to cover their mouths whenever sneezing. A pro-active pandemic flu

plan coincides with the Lions ALERT emergency preparedness program. Lions ALERT encourages the

development of a community plan in the event of a natural, man-made, or public health crisis such as a:

Level One emergency (affecting a few people)

Level Two emergency (affecting a community)

Level Three emergency (affecting hundreds or thousands of people in a region)
