ARTICLE I
DEFINITIONS
Section 1. The organization
shall be know as District 14-M of Lions Clubs
International, Multiple District 14.
Section 2. Hereafter the term
International shall refer to the International
Association of Lions Clubs. The term
Multiple to Multiple District 14,and the term
District to sub District 14-M. The term
Convention to the District 14-M Sub District
Convention.
ARTICLE II
OBJECTIVES
Section 1. To provide
Administrative structure with which to advance the purpose
and objectives of the International in
this District.
ARTICLE III
MEMBERSHIP
Section 1. The members of this
organization shall be all Lions Clubs in this District
chartered by the International.
Section 2. The Boundary lines
of this District shall be so set by the Multiple District
Council and approved by the International
Board of directors.
ARTICLE IV
DISTRICT ORGANIZATION
Section 1. Cabinet and
Officers.
A. The District shall have a
District Cabinet comprised of the District Governor,
the Vice District Governor, the Immediate
Past District Governor, the Past District
Governors, the Region Chairpersons, the
Zone Chairpersons, the Cabinet Secretary,
the Cabinet Treasurer, the committee
Chairpersons and the co-Chairpersons. The voting
members of the cabinet shall be the Vice
District Governor, the Immediate Past District
Governor, the Region and Zone
Chairpersons, the Cabinet Secretary, and the Cabinet
Treasurer. The District Governor shall
vote only in the case of a tie vote.
B. The District Governor and the
Vice District Governor shall be elected at the annual
convention of the District. The District
Governor alone shall, by the time he/she takes
office, appoint a Cabinet Secretary, a
Cabinet Treasurer, one Region Chairperson for
each Region, and one Zone Chairperson for
each Region and Zone in the District.
C. Any vacancy in a District
office, except that of the District Governorand the Vice
District Governor, shall be filled by the
District Governor the incomplete term thereof.
Any vacancy in the office of District
Governor and Vice District Governor shall be filled
in accordance with the provisions set
forth in the Constitution and By-laws of Lions
International, Multiple District 14 and
Sub District 14-M.
D. If any Region or Zone
Chairperson shall cease to be a member of a Lions Club, or
cease to reside within the Region or Zone
of which he/she was appointed, His/Her term
of office shall cease and the District
Governor shall appoint a successor to fill said offices.
E. No salary shall be paid to any
officer in the District.
Section 2. District Cabinet Meetings.
A. Regular. Regular
meetings of the cabinet shall be held in each quarter of the fiscal
year, with the first to be held within
sixty (60) days following the adjournment of the
International Convention. At least
ten (10) days written notice of a regular meeting shall
be given to each
member of the cabinet.
B. Special. Special
meetings of the Cabinet may be called by the District Governor at
His/Her discretion and shall be called
upon requests made to the District Governor or the
Cabinet Secretary by a majority of the
members of the Cabinet. No fewer than five (5) nor
more than ten (10) days
written or telephone notice of special meetings, setting forth the
purpose thereof and a date and place
determined by the District Governor shall be given
to each member by the Cabinet Secretary.
C. Quorum and Vote. The
attendance of a majority of the voting members of
the
Cabinet shall constitute a quorum for any
meeting thereof. The District Governor alone
shall vote only in the case of a tie
vote.
Section 3. Regions and Zones
A. The District shall be divided
by the District Governor into regions of no
more than
sixteen (16) and no less than ten (10)
Lions Clubs. Each of the Regions shall be divided
by the District Governor into Zones of
no more than eight (8) and no less than four (4)
Lions Clubs. All Regions and Zones shall
be subject to change by the District Governor
as he/she shall deem necessary to the
best interest of the International.
B. Region Meetings. At least one
(1) meeting of all Clubs in a Region, with the Region
Chairperson presiding, shall be held
during the fiscal year. Said meeting shall be held no
earlier than September 15th, and not
later than March 15th, of each fiscal
year.
Section 4. District Committees
A. District Governor’s Advisory Committee.
In each Zone, the Zone
Chairperson and the President and
Secretary of the Clubs in the Zone shall be members of the
District Governor’s Advisory
Committee, with the Zone Chairperson presiding. Meetings of this
committee shall be held at a time
and place called by the Zone Chairperson.
B. Honorary Committee.
The District Governor may appoint a District Governor’s
Honorary Committee, composed of Past
International Officers who are members in good standing
of a Lions Club within the District.
It will act under the direction of the District Governor in the
promotion of harmony throughout the
District. This Committee shall meet at least ten (10) days
prior to each Cabinet meeting at a
time and place to be determined by the Chairperson. It shall act
only as requested by the District
Governor.
ARTICLE V
DISTRICT DUES
Section 1.
To provide revenue to defray the non convention expenses of the
District, an
annual administrative
per capita tax shall be levied upon each member of a Lions Club within
the
District. Said
levy shall so be paid to the Cabinet Secretary by each Club. Said per
capita shall be disbursed only
upon approval of the District Cabinet. Per capita tax shall be paid
by October 31st and March 1st of
each year. The Cabinet Secretary shall forward statements to each
Lions Club within the District at
least sixty (60) days prior to the due date.
Dues per member shall be ----
$.50 Semi annually
District Convention Fund ---- $.25
Semi annually
Section 2.
Expenses of the District Governor in
connection with his/her attending the
International Convention
shall be considered a District administrative expense. Reimbursement for
said expense shall be the same as
outlined in the International Rules of Audit.
Section 3.
The District Governor and his/her Cabinet shall not incur obligation in
any
fiscal year
which will effect an unbalanced budget or a deficit in said fiscal year.
Section 4.
The Cabinet Secretary and Treasurer
shall be bonded in such amount and
with such surety
company as shall be approved by the District Cabinet. The cost of same
shall be
an administrative expense.
Section 5. The
District Governor shall cause the District Secretary to keep an accurate
record of all monies
received by the District and all monies paid out by the District. At the
end of
his/her term an Auditing Committee
shall be appointed to audit the District books. A copy sent to
the succeeding District
Governor and a copy to the Cabinet Secretary. Such audit shall be
completed
by July 31st of each fiscal year.
ARTICLE VI
DISTRICT CONVENTION
Section 1. An
annual Convention of the District shall be held in each year prior to
the Multiple
Convention and at least thirty (30)
days prior to the International Convention at a date, place, and
time upon the recommendation of the
District Convention Committee. All the recommendations for
said Convention shall be approved or
disapproved by the Cabinet.
Section 2. The
annual Convention Committee shall be appointed by the District Governor
to
manage, record and conduct the
business of the Convention. Said Committee members shall be
Lions in good standing in the
District.
Section 3. A
convention Sergeant at Arms and an Assistant shall be appointed by the
District Governor.
Section 4. The
attendance in person of a majority of the Delegates registered at a
Convention shall
constitute a quorum at any session.
Section 5. Within
sixty (60) days after the close of the Convention an official report of
the
proceedings shall be mailed to the
International, the Multiple Secretary and to each Club in the
District by the Cabinet Secretary.
ARTICLE VII
DISTRICT CONVENTION FUND
Section 1. In any
fiscal year, any balance remaining in the Convention Fund after a true
and
accurate accounting of actual
Convention expenses are satisfied, then and only then, any balance
remaining in said fund may become
available to help defray the cost of the Spring Party in relation
to expenses incurred by an
International speaker, etc. Following said event, any funds remaining
will
be forwarded to the succeeding
administration as Convention fund money and remain in said fund
and become a part of the District
Treasurer’s financial report at all Cabinet Meetings.
ARTICLE VIII
AMENDMENTS
Section 1. This
Constitution may be amended only at a District Convention by resolution
reported
by the Convention Committee on
Constitution and By-laws and adopted by the affirmative vote of
two-thirds of the votes cast.
Section 2. No
amendment shall be reported or voted upon unless the same shall have
been furnished
in writing to each Club no less than
thirty (30) days prior to the convening of the Convention with
notice that the same will be vote
upon at said Convention.
Section 3. Each
amendment shall take effect at the close of the Convention which adopted
unless
otherwise specified in the
amendment.
ARTICLE IX
INTERPRETATION AND CONFLICTS
Section 1.
Interpretation: This Constitution as well as any Amendments to the same
are subordinate
to and yield any conflict to the
Multiple District and/or Lions International Constitution.
BY-LAWS
ARTICLE I
NOMINATIONS AND ELECTIONS
SECTION 1.
A Candidate for the office of District Governor shall:
A. Be an active member in good standing of a Chartered Lions Club in
good standing
in his/her Single or Sub-District.
B. Secure the endorsement of his/her Club or a majority of the Clubs in
his/her
Single or Sub-District.
C. Currently be serving as the Vice District Governor within the
District from
which he/she is to be elected.

the District Governor, or in the vacancy in the
position of
Vice District Governor
exists at the time of the District Convention, any Club
Member who fulfills the
qualifications for the office of Vice District Governor
as set forth in Article VII,
Section 9 (A) (2) of the International Constitution
and By-Laws and who is currently serving or who has served one (1) year
as a member of the District Cabinet, shall fulfill the requirements of
Subsection (C) of this Section.
SECTION 2.
Elections shall be held at the Annual Convention.
A. The Candidate receiving the largest number of votes shall be declared
the winner.
B. Voting will be by delegate structure based on each Club in good
standing (shown
by the records of the International office on the first day of the month
last
preceding the month during which the Convention is held) who shall be
entitled
to one (1) vote for every ten (10) members or a majority thereof. Past
District
Governors shall have full voting privileges without affecting delegate
quota.
C. In the event of a vacancy in the office of District Governor, the
same shall be filled
in accordance with the provisions of the International Constitution and
By-laws.
Said provisions are set forth in Article VII, Section (9), Sub Sections
(3) and (4) of
the International Constitution and By-Laws.
ARTICLE II
DUTIES
SECTION 1. DISTRICT GOVERNOR:
The District Governor shall act under the general
supervision of the International Board of
Directors as the representative of Lions Clubs International
in this District and shall have general supervision
over all Lions Clubs therein. In additions, he/she
shall:
A. Further the purposes and
objectives of Lions Clubs International
B. Supervise the
organization of new Lions Clubs
C. Promote cordial relations
among the chartered Lions Clubs
D. Preside over all Cabinet,
Convention, and other District meetings.
E. Visit each Club at least
one (1) time during his/her term in office.
F. Exercise such supervision
and authority over Cabinet Officers and
District
Committee appointees as provided in this Constitution and
By-Laws.
G. Submit a current itemized
statement of total District receipts and
expenditures to the District Cabinet at each Cabinet meeting.
H. Submit other such reports and
perform such other duties
as
may be required by the International Board of Directors.

K. Perform such other
functions and acts as shall be required
of him/her by the International
Board of Directors through the
District Governor’s Manual
and other directives.
SECTION 2. VICE DISTRICT GOVERNOR:
The Vice District Governor, subject to
the supervision and direction of
the District Governor, shall be the chief administrative assistant to
the District Governor. His/Her
specific responsibilities shall be to:
A. Further the objects and
purposes of the Association.
B. Familiarize him/herself
with the duties of the District Governor so
in the
event of a vacancy in the office of District Governor, he/she
will be
better prepared to assume the duties and responsibilities of
said
office.
C. Perform such
Administrative duties as may be assigned to him/her
by the
District Governor.
D. Perform such other
functions and acts as may be required of him/her
by the
International Board of Directors through the Vice District
Governor’s
Manual and other directives.
E. A candidate for the
office of Vice District Governor shall:
1. Be an active member
in good standing of a Chartered
Lions Club in good standing in his/her District.
2. Secure the
endorsement of his/her Club or a majority
of
the Clubs in his/her Single or Sub-District.
3. Have served or will
have served at the time he/she
takes
office as Vice District Governor: as President of
a Lions
Club for a full term or a major portion thereof,
as a
member of the Board of Directors of a Lions Club
for no
less than two (2) additional years, and as a
Zone
Chairperson, or Region Chairperson, or Cabinet
Secretary, and/or Treasurer for a full term or major
portion
thereof. With none of the above being
accomplished
concurrently.
SECTION 3. CABINET SECRETARY:
Under the supervision of the District
Governor
the Cabinet Secretary shall:
A. Keep an accurate record
of the proceedings of all meetings of the
Cabinet, and within thirty (30) days following each
meeting,
forward copies of the same to the Region and Zone
Chairpersons,
the
Cabinet Treasurer, and all Past District
Governors, and
to
the Office of Lions International.
B. The office expenses of
the Cabinet Secretary shall be made a part of
the District Governor’s annual budget presented to and
approved
by the District Cabinet.
C. Assist the District
Governor and the Cabinet in conducting the
business of the District and perform such other duties
as
are
specified or implied in the Constitution and By-Laws
or
as may be assigned to him/her from time to time by the
District
Governor or Cabinet.
D. Be responsible for the
ordering of flowers or placing of memorials
for
deceased Lions in the District Cabinet (Voting members only),
Past
District Governors, Cabinet Committee Chairpersons and
their
spouses.
SECTION 4. CABINET TREASURER:
Under the supervision of the District Governor
the Cabinet Treasurer shall:
A. Collect and receipt for
all funds from members and Clubs in the
District, deposit the same in
such bank or banks as the
District Cabinet shall determine and disperse the same by
order of the Cabinet.
B. Keep accurate books and
records of accounts and permit inspection
of same by
the District Governor and all voting
members of
the
Cabinet.
C. Furnish any property,
books and records as requested by the
Auditing Committee appointed by the District Governor.
SECTION 5. REGION CHAIRPERSONS:
Under the direction of the District Governor
shall:
A. Attend all regular and special meetings of
the District Cabinet.
B. Assist the District Governor in promoting
Lionism in his/her Region
by performing such duties as
may be delegated to him/her by the
District Governor.
C. Recommend qualified Lions from his/her Region
for appointment
as Zone Chairpersons.
D. Endeavor to have every Club in his/her Region
operating under a
duly adopted
Constitution and By-Laws.
E. Promote representation at International,
Multiple and District
Conventions by at least
the full quota of delegates they are entitled to.
F. Assist the Zone Chairperson in his/her Region
in the performance
of their duties and
cooperate with them in arranging and holding
their District
Governor’s Advisory Meetings.
G. Hold at least one (1) Region meeting per year
during his/her tenure
in office.
In the event the Region
Chairperson for any reason, cannot or does not in the
judgment of the District
Governor, perform the duties of their office, or if the office
is for any reason vacated,
the District Governor shall appoint a successor to serve
for the unexpired term.
Under the District Governor and the Region
Chairperson shall:
A. Make a report of each
District Governor’s Advisory Committee
and send copies within five (5) days thereafter to Lions
International,
the
Region Chairperson and the
District Governor.
B. Endeavor to have every
Club operating under a duly adopted
Constitution and By-Laws.
C. Arrange for regularly
scheduled Zone meetings and notify the
Region
Chairperson of such meetings.
D. Encourage inter Club
visits and social events.
E. Submit a proper report
to the District Governor indicating which
Club
Presidents in his/her Zone meet the eligibility criteria to
earn
the coveted
100% President’s Award.
F. Conduct at least three
(3) Zone meetings during the year in the
months
specified.
G. Promote representation
at all International, Multiple and District
Conventions by at least the full quota of delegates to which
each
Club is entitled.
In the event the Zone
Chairperson for any reason, cannot or does not in the judgment
of the District Governor,
perform the duties of their office, or if the office is for any
reason vacated, the
District Governor shall appoint a successor to serve for the
unexpired term.
ARTICLE III
DISTRICT COMMITTEE CHAIRPERSONS
SECTION 1. The
District Governor shall appoint committees as may be necessary in
his/her judgment
to conduct the business of the District. He/She shall designate
Chairperson of each
committee appointed and have the power to fill all vacancies of any
committee so
appointed. Each Chairperson shall receive and record all funds for its
designated
Committee and shall forward all said funds to Accounts Payable, except
those funds
administered by the District.
SECTION 2: Only District
Committees holding District funds may invest its funds in interest
bearing accounts.
SECTION 3: All District
Committees holding District funds, including all incorporated
Committees
shall make financial reports at each District Cabinet meeting and
furnish an audit report
at the close of each fiscal year.
SECTION 4. The District
Governor shall have the prerogative to remove any District
Chairperson,
who in his/her opinion, is unable or cannot or is not fulfilling the
requirements of the
Committee obligation.
ARTICLE IV
RULES FOR CABINET PROCEDURE
SECTION 1: Robert’s
Rules of Order shall govern all parliamentary procedure except
otherwise
provided in the Rules of Procedure adopted by the Cabinet.
SECTION 2: The Cabinet Parliamentarian will rule
on as prescribed on Cabinet meetings or rules
of order.
ARTICLE V
FISCAL YEAR
SECTION 1: The fiscal
year of this District shall be from July 1 to June 30 inclusive of
each year.
ARTICLE VI
AMENDMENTS
SECTION 1: These By-Laws
may be amended only at a District Convention by a resolution reported
by the Convention Committee on Constitution and By-Laws and adopted by
a vote of
two thirds (2/3) of the votes cast.
SECTION 2: No
amendment shall be so reported or voted on unless the same shall have
been
furnished in writing to each Club no less than thirty (30) days prior
to the convening of
the Convention with notice that the same will be voted upon at said
Convention.

Policy No. 1
POLICY COMMITTEE
PURPOSE:
The purpose of this policy is to set forth guidelines
and to clearly define the requirements and
duties of this committee.
General:
1. It shall be the responsibility
of this committee to set forth in easy
readable
language the policy, procedures, and responsibilities for
each Chairperson and or
Committee within the District.
2. It is understood that all policies in this
manual must conform with the
Constitution and By-Laws of the International Association, Multiple
District and Sub District 14-M.
3. This committee shall consist of three (3) Lions
in good standing from
within the District.
Beginning in the Lions year 2001-2002 the
members shall serve on a
rotation basis with the District Governor appointing
one member each year.
4. Any suggested changes to this manual must be
submitted to this
committee at least thirty (30) days
prior to a regularly scheduled meeting
of the Cabinet. It shall be the
responsibility of this committee to draft
such suggested changes or additions and forward
copies to each voting
member of the Cabinet at least fifteen
(15) days prior to said meeting,
where they will be read and acted upon.
Duties:
1. It shall be the duty of this committee to
keep this manual accurate and
current.
2. Be certain each voting member of the Cabinet
has an up to date copy,
and a copy to the Advisor and
Parliamentarian.
3. Attend all meetings of the Cabinet and be
prepared to make reports on
any changes, or to answer any
questions that may arise.

Policy No 2
DISTRICT GOVERNOR
PURPOSE:
The purpose of this policy is to set forth
guidelines and to assist the District Governor in the
administration of the activities as the chairperson
of the District Cabinet.
General:
1. The primary function of the District
Governor is to coordinate the
promotion of leadership
and harmony among the members of the
Cabinet and all the
Clubs in the District. To conduct the affairs and
business of District 14-M in
accordance with the Constitution and
By-Laws of the International
Association of Lions Clubs District 14
and Sub District 14-M.
2. The District Governor shall issue the call
for all meetings of the Cabinet
through the Office of
Secretary, and other appropriate District officers.
3. Through the efforts of the Secretary, he/she
shall prepare an agenda for
each meeting and forward a
copy to all members of the Cabinet.
4. He/She shall conduct a preliminary meeting of
the voting members of
the Cabinet at such time
and place as is appropriate prior to the regular
meeting.
5. He/She shall preside at all meetings of the
Cabinet and other functions
of the District. If
for some unavoidable reason the District Governor is
unavailable he/she shall
designate the proper person to that duty.
6. The District Governor shall as much as feasibly
possible act as
coordinator of all appointed
committees.
7. The District Governor shall work in harmony
with the Secretary and
Treasurer and shall be fully aware of
the amount of work necessary in
these offices.
8. He/She shall be fully knowledgeable of all
appointed committees and
the duties performed by them.
9. He/She shall maintain a close relationship with
all members of the
Cabinet and keep them aware of
the happenings of Lionism within the
International, District 14 and
Sub District 14-M.
10. He/She may from time to time be required to
report to the State and
International offices relative
to the affairs of Clubs within the District.
11. Should the District Governor need assistance
in decision making,
he/she should seek advice from
the District Honorary Committee.
Policy 2A
QUALIFICATIONS:
In accordance with the International Constitution and
By-Laws, article IV Section 7, a candidate for the
office of District Governor, shall:
1. Be an active member in good standing of a
chartered Club in good
standing in his/her Sub
District.
2. Secure the endorsement of his/her Club, or
the majority of the Clubs
within his/her Sub District.
3. Currently be serving as the Vice District
Governor within the District
from which he/she is to be elected.
4. Only in the event the current Vice District
Governor does not stand for
election as the District Governor, or
if a vacancy in the office of Vice
District Governor exists at time of
the District Convention, any member
that fulfills the qualifications for
the office of Vice District Governor as
set forth in Article VII section 9(A)
(2) of the International Constitution,
amended 7/3/98, and is currently
serving or has served (1) one additional
year as a member of the District
Cabinet shall fulfill the requirements.
Policy No. 3
VICE DISTRICT GOVERNOR
PURPOSE:
The purpose of this policy is to set forth guidelines
pertaining to the office of Vice District Governor
and to define the duties of said office.
GENERAL:
1. The primary function of the Vice District
Governor is to assist the
District Governor in promoting
programs, Leadership and harmony within
the Clubs and members of the

the District Governor is
unable or when requested to do so.
3. Be fully aware of all appointed committees
and the duties performed by
them. He/She shall be
responsible for coordinating all committee reports
at each meeting of the Cabinet and
impress to all Chairpersons of the
importance of their report.
4. Assist the District Governor in preparing the
Annual Budget.
5. Be in charge of protocol at all District
functions.
QUALIFICATIONS:
In accordance with the International Constitution and
By-Laws, Article VII, section 9, Sub Section 2
effective 7/3/98, a candidate for the office of Vice
District Governor shall:
1. Be an active member in good standing of a
duly chartered Lions Club
in good standing in Sub District
14-M.
2. Secure the endorsement of his/her Club, or a
majority of the Clubs
within the District.
3. Have served by the time he/she assumes
office, the following.
A. As President of a Lions Club for a full
term or a major
portion thereof, and as a
member of the Club’s Board of
Directors for two (2)
additional years.
B. As a Region or Zone Chairperson, or as a
Cabinet
Secretary or Treasurer for a
full term or major portion
thereof. With none of the
aforementioned being
accomplished concurrently.
C. Shall have his/her name placed in
nomination no later
than one week, seven (7) days
prior to the District elections,
preferably sooner.

DISTRICT GOVERNOR ELECT
PURPOSE:
The purpose of this policy is to set forth guidelines
for the District Governor Elect, during the period
between his/her election and the beginning of the
Lions Year in which he/she will serve as the District
Governor.
GENERAL:
1. Shall have attended as Vice District
Governor the seminars held at the
February State Council Meeting.
2. Attend the training sessions at the Multiple
District Convention.
3. Attend the District Governor Elect Banquet,
if held, at the Multiple
Convention.
4. Provide a District 14-M Hospitality Room,
“optional” at the Multiple
Convention.
5. Attend the District Governor’s Training
Sessions at the International
Convention, or wherever said session
are held.
6. Shall have completed a budge for his/her year
as District Governor,
to be presented for adoption at the
first meeting of the Cabinet,
(Reorganization). Suggested budget
guidelines are included in this

Policy No. 5
DISTRICT 14-M Cabinet Members
Purpose
The purpose of this policy is to more clearly describe
the authority directed to the voting members of
the Sub-district 14-M Cabinet in administering the
affairs of the Lions of this Sub-District.
1. The District 14-M Cabinet shall be the
governing body for all Lions of
this Sub-District.
2. The District Cabinet will consist of the
District Governor, the Lieutenant
Governor, the Immediate Past
District Governor, the Past District
Governors, the Region
Chairman, the Zone Chairman, the Cabinet
Secretary, the Cabinet
Treasurer, the District Committee Chairmen, and
their Co-Chairman.
3. The voting members of the District Cabinet
shall be the Lieutenant
Governor, the Regional
Chairman, the Zone Chairman, the Cabinet
Secretary, the Cabinet
Treasurer, and the Immediate Past District
Governor. The District
Governor alone shall have a vote only in case
of a tie.
4. All members of the Cabinet are expected to be
in attendance at the
five regularly scheduled
Cabinet Meetings, plus any Special Meeting
called by the District Governor.
5. The members of the Cabinet when attending any
Cabinet Meeting will
not be reimbursed for travel
or meals.

DISTRICT SECRETARY
Purpose:
The primary purpose of having a District Cabinet
Secretary is to direct and coordinate the administrative
services at the Sub-District level by carrying out
directives issued by the District Governor and his Cabinet
required by the Constitution and By-Laws.
Requirements:
1. Attend all Cabinet meetings, both
preliminary and regular and other
planned Sub-district functions.
2. Keep accurate minutes of all Cabinet Meetings
and forward a copy to
all Cabinet members and other
State and International officers as required
by the Constitution and By-Laws.
3. Keep an accurate record of attendance of all
Sub-District Officers and
Committee Chairmen
4. Location and organization of all Sub-District
14-M records and property.
5. Assist the District Governor in scheduling
District Cabinet Meetings in
cooperation with the Regional
Chairmen.
6. In cooperation with the District Governor,
prepare an agenda for all
Sub-District functions.
7. Assist the District Governor in preparing the
annual report.
8. Render assistance to the District Governor as
a consultant on matters
such as publicity, promotion,
planning, protocol, etc. when requested.
9. Send a dues notice to each Club in the
District semi-annually for the
collection of their District Dues
and Convention Assessment prior to
October 1st and March 1st.

Policy NO. 7
DISTRICT TREASURER
PURPOSE:
The primary purpose of the Treasurer is to design and
maintain a sound financial structure of all funds
received and distributed.
REQUIREMENT:
1. Collect all funds due the District and
deposit the same in an accredited
banking institution approved by the
District Cabinet.
2. There shall be no distribution of District
funds except by proper check
with no less than two
pre-approved signatures and only on approval of
the Cabinet.
3. Have a financial report ready to present at
each meeting of the District
Cabinet.
4. Assist the District Governor and the
Secretary in preparing the annual
budget, and see that the Cabinet
operates within such Budget.
5. Read all bills presented the District and
make payment for same only
after Cabinet approval, except
recurring monthly bills such as Postage,
printing, etc.
6. The Treasurer and the co-signer shall be
bonded for that amount agreed
on by voting members of the Cabinet.
7. Make deposits in accounts that will earn as
much interest as possible.
8. Make recommendations for improving the
control of expenditures of the
District funds.
9. Work closely with the Treasurers of District
programs, such as Disaster
Fund, We Serve, Inc., Puppy
Dog, LCIF, Hearing, etc.

REGIONAL CHAIRMAN
Purpose:
The purpose of this policy is to set forth guidelines
and more clearly define the qualifications,
requirements, and duties of the Regional Chairman.
Qualifications:
1. Regional Chairman must be an active member
of a Lions Club in good
standing within the Region.
2. Served as a Lions Club President or Secretary
for al leas one full term,
or the major portion thereof or
served 3 years on the Board of Directors.
Requirements:
1. Must be able to work closely with the
District Governor and keep the
Governor informed of the happenings
within the Region.
2. Accompany the District Governor when making
official visits to the
Clubs within the Region.
3. Attend all Sub-District Cabinet meetings and
make reports on Club
activities and functions within the
Region.
4. Host a Sub-District Cabinet meeting once
during the year, making all
arrangement, including entertainment
for the guests.
5. Organize and promote a Regional Meeting
during the year as required
by the Sub-District 14-M
Constitution and By-Laws.
6. Assist as a member of the District
Governor’s Spring Party Committee.
7. Assist the District Committee Chairmen within
the Region.
8. Serve on the various State Convention
Committees when requested by
the District Governor.
9. Install new club members and officers when
requested.
Expectations:
1. Regional Chairman in turn with the other
Regional Chairman within
the District is expected to serve as
the District Governor.

ZONE CHAIRMAN
Purpose:
The purpose of this policy is to set forth the
guidelines and to more clearly define the qualifications,
requirements, and duties of the Zone
Chairman.
Qualifications:
1. Zone Chairmen must be an active member of a
Lions Club in good
standing within the Zone.
2. Served as a Lions Club President or Secretary
for at least one full term
or the major portion thereof or
served on the Board of Directors for 3
years.
Requirements:
1. Attend all District Cabinet an Regional
meetings when called.
2. Conduct at least three Zone meetings of the
Clubs within the Zone
each year with reports forwarded to
the proper offices on the forms
provided by Lions
International.
3. Accompany the District Governor and the
Regional Chairman on all
Club visits within the Zone.
4. Serve on any District Committee when
requested by the District Governor.
5. Relate all correspondence from the District
Governor and the Regional
Chairman to all Clubs within the
Zone.
6. Attend club meetings to verify the Club’s
operation and procedures.
7. Encourage Club participation in all Region,
District, Sub-District, and
International Meetings and
Conventions.
8. Keep the Regional Chairman and the District
Governor aware of any
problems with or within the
Clubs in the Zone. Present only those
situations which are necessary.
9. Arrange for the exchange of information and
programs between the
clubs within the Zone.
10. Keep records of the Clubs in regard to
activities, attendance, donations,
and other important information from
the M & A Reports.
11. Install new members and officers when
requested.
12. The Zone Chairperson in conjunction with the
Region Chairperson
shall hold at least one
membership and retention meeting with the Clubs
in his/her Zone.

Purpose:

assure the correct procedures and
protocol are being carried out.
3. Have knowledge of the International, State
and District Policy.
4. When a question arises and no answer can be
readily available, be able to
quote procedure from the Robert’s

Beacon Lodge Coordinator
Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the Beacon
Lodge Coordinator.
Requirements:
1. Be available to attend any required Beacon
Lodge meetings, including
District Governor’s Day.
2. Be familiar with the operation and the
relationship of the camp.
3. Have available programs for presentation to
the Lions Clubs throughout
the District. Such programs and
material may be obtained from Beacon Lodge.
4. Collect and record all money received from
Lions and Lioness Clubs and
forward said funds as directed by
the District Cabinet.
5. When asked, plan a work weekend and promote
attendance at it to the Clubs
within the District.
6. Be the liaison between the District and the
Camp, and should always be
attuned to the needs of the Camp.
7. Make recommendations for the members of the
Beacon Lodge Board of
Directors each year so greater input
might be obtained by the District.
8. Keep the District Governor informed as to the
progress of the program within
the District.
9. Make a report at each District Cabinet
Meeting as to the standing of the
District in the program.

Policy No. 13
CALENDAR CHAIRPERSON
Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties fo the District
14-M Calendar Chairperson.
Requirement:
1. The Calendar Chairperson will be appointed
by the District Governor
at the beginning of each Lions Year.
2. He/She will be responsible for having the
calendars printed each year
in time to be distributed no later
than the November Cabinet Meeting.
3. The calendars shall be distributed to the
Region Chairperson to be
divided among the Clubs in
his/her Region and he/she will be responsible for keeping a
record of them, collect from the Clubs the money and the stubs
and turn them over to the Chairperson.
4. The Chairperson shall deposit the money into
an interest bearing
account at a bank agreed to by the
District Governor. He/She shall keep
a record of the winners and make
payment to them at the end of each
month.
5. The District Governor with the approval of
the District 14-M Cabinet
Members will disburse the profit from
the sail of said calendars at his/her
discretion.
6. The chairperson will attend all meetings of
the District 14-M Cabinet
and make a report on the progress of
the Program.

Convention Chairman
STATE AND INTERNATIONAL
Purpose:
The purpose of this policy is to set forth guidelines
and more clearly define the duties of the Convention Chairman.
Requirements:
1. Be responsible to have or to obtain any and
all information regarding
all conventions.
2. Publish or have published, through whatever
means necessary, all
information to the Lions and Lioness
Clubs of the District, especially
those conventions or meetings
of great importance to the local Clubs.
3. Make himself available to present a program
about conventions to the
Clubs within the District when
requested.
4. Make reports to the District Governor and the
District Cabinet when
requested and keep the District
Governor informed at all times of
important events.
5. Be in attendance and participate in all
District functions and meetings.
6. Present any questions that may arise to the
Chairman or Secretary of
Multiple District 14 or to Lions
International for clarification.
7. The Convention Chairman will be the Immediate
Past District Governor.

14-M DISASTER FUND CHAIRMAN
Purpose: The purpose of this policy is to set
forth guidelines and more clearly define the duties of the
District 14-M Disaster Fund Committee.
General:
1. The Purpose of this Committee is to assist
the Lions and Lioness Clubs
within the District so they may aid
and assist needy persons within their
community.
2. It is not a replacement of the local Club’s
responsibility, but rather an
addition to it.
3. Guidelines for the Committee will be
established bay the District Cabinet
and revised from time to time by the
Committee with the approval of the
District Cabinet.
Requirements:
1. The 14-M Disaster Fund Committee shall be
composed of the District
Governor and the two (2)
Immediate Past District Governors.
2. The Chairman, appointed annually by the
District Governor is a
non-voting member of the Committee.
3. The Chairman will receive all donations from
Lions and Lioness Clubs
or individuals and keep true record
of them.
4. The Chairman shall acknowledge all
contributions to the Clubs or
individuals.
5. The Chairman shall receive all requests for
assistance on the proper forms
supplied by the Committee and
obtain all answers to possible questions
of doubt. All requests for
assistance must come from a Lions or Lioness
Club within the District only.
6. The Chairman shall report all requests after
satisfied to the District
Governor and the members of the
Disaster Fund Committee for District
Governor and the members of the
Disaster Fund Committee for consideration. This may be done in
person, writing, or by telephone.
7. The Chairman must abide by the decision of
the Committee and inform
the Lions or Lioness Club
making the request of the action of the
Committee.
8. The Chairman must arrange for payment of the
approved request and
be responsible for said grant to be
forwarded to the Club.
9. Each Lions or Lioness Club making a request
for assistance from the
District 14-M Disaster Fund must be
encouraged to also contribute an
amount equal to the Disaster Fund
request or such amount as the Club
can give to show its support for the
needed request.
10. The Chairman shall attend all Cabinet
meetings and make a complete
report to the District when called
upon.
11. The Chairman shall present the books for
audit when requested by the
District Auditing Committee and
assist the Committee whenever necessary.

DISTRICT CONVENTION COMMITTEE
PURPOSE:
The purpose of this policy is to set forth guidelines
and more clearly define the duties of the District
14-M Convention Committee.
Requirements:
1. The District Convention Committee shall
consist of the Region
Chairperson from each Region and one
advisor who shall be appointed
by the District Governor.
2. They shall be responsible for locating a
suitable place preferably within
the boundaries of the District to
hold the annual District 14-M Convention
and District Governor’s Spring
Party.
3. The Committee will be responsible for the
planning of the entire Convention
and Spring Party including the
election of the District Governor, the Vice
District Governor, the printing of
and the distribution of all tickets, credentials,
ballots, and arrangement for rooms
for the seminars, etc.
4. The Chairperson shall attend all meetings of
the Cabinet and report on
the progress of the Committee.

DISTRICT ADMINISTRATIVE TRAVEL
PURPOSE:
The purpose of this policy is to set guidelines and to
define the distribution of funds to those Lions
who must attend the State Council meetings.
REQUIREMENTS;
1. All claims for reimbursement must be filed
on forms provided by the
District. Forms will be available
from the District Governor and or the
Treasurer.
2. Payment will be allowed but not limited to,
the District Governor, Vice
District Governor, and those
Lions who are Chairpersons of State
Committees that are required
to make reports at State Meetings.
3. All forms must be complete with dates and
shall show actual expense
with receipts for said expenses.
They shall show the cost of rooms,
meals, mileage, tolls, and
parking.
4. All forms must show that amount the applicant
receives or will receive
from any other organization or
agency.
5. Reimbursement will be allowed as follows. Up
to $100.00 per day for
rooms and meals, less that
amount received from other sources, plus
mileage not to exceed 23 cents per
mile.
6. Any claims showing expenses other than those
outlined in paragraph
3 of this policy will be disallowed.
7. No claim will be allowed without the
signature of the District Governor.
EXAMPLES:
The District Governor will receive approximately
$56.00 per day.
The Vice District Governor will receive up to $100.00
per day plus mileage, less that amount paid by
others, only for those State
meetings he/she are required to attend.
State Committee Chairperson will receive up to $100.00
per day plus mileage less that amount he/she
receives from any other source, only for
the day he/she must make a report.
District Governor Elect, State Convention only, will
receive $100.00 per day plus mileage, less any
amount received from other sources.

DRESS CODE
Purpose:
The purpose of this policy is to set forth guidelines
concerning the season dress codes for Cabinet
Members attending official District, State, and
International functions.
General:
1. The official Dress Code from May 1st until
August 31 will be green
jackets and white trousers.
2. The official Dress Code from September 1st
until April 30th will be
green jackets and gray trousers.
3. The official Dress Code for the Past District
Governors and International
Officers for the purpose of
attending the District Spring Party will be white
jackets and dark trousers.
Guests should dress accordingly.

PURPOSE:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the District
Environmental and Drug Chairperson.
REQUIREMENTS:
1. Make available to all the Clubs within the
District programs on drug
abuse. Such programs are available from
Lions International and other
agencies.
2. Encourage through the District Clubs,
anti-drug programs in the schools
in their areas, i.e. essay
contests, poster contests, etc.
3. Have the authority to appoint Co-chairperson
with the District’s
approval, in each of the five
Regions to facilitate the above.
4. Ascertain the winners of any contest
sponsored by the District. Secure
and present the appropriate
awards as determined by the District.
5. Make application to “We Serve, Inc.” for
the funds necessary to
complete #4 above.
6. Attend all meetings of the District Cabinet
and be prepared to report on
the progress of the program.

EXTENSION CHAIRPERSON
PURPOSE:
The purpose of this policy is to clearly define the
requirements and duties of th Extension Chairperson.
REQUIREMENTS:
The District Extension Chairperson shall be appointed
by the District Governor and he/she shall serve
in that capacity for a term of three (3)
years.
DUTIES:
1. Search for areas within the District where
no Lions Clubs exist. This can
be a single community, or an area
where several small communities are
close together.
2. Locate local Lions or any other interested
individuals that may have
knowledge of the people in the areas
that are service minded. Invite as
many as possible to a planning
session.
3. Have knowledge of the different types of
Clubs recognized by Lions
International.
4. Procure Extension material, Kits, Tapes etc.
from the Membership and
Extension Division of Lions
International.
5. Know that funds are available and have been
budgeted for any costs
you may incur.
6. There may be a need for another Club in some
of the larger urban
communities.
7. Seek help from the Region and Chairperson in
the areas that a new Club
will become a part of.
8. Keep the District Governor and Cabinet
Members informed of your
intentions and the results of any
meetings being held or planned.
9. Attend all Cabinet Meetings and be prepared
to make a report on the
progress of this program.

HABITAT FOR HUMANITY CHAIRPERSON
PURPOSE:
The purpose of this policy is to set forth guidelines
and responsibilities, and the duties of
this Committee as charged by the District Governor and
the District Cabinet.
REQUIREMENTS:
Must be a Lion in good standing in a Lions Club in Sub
District 14-M.
Should have knowledge of the Habitat for Humanity
Program, the cost involved and
avenues available for the funding of said program.
DUTIES:
1. Promote the Program through whatever means
available to all interested
Clubs and other local groups.
2. Be available to visit Clubs and present a
program about Habitat for
Humanity.
3. Attend Cabinet Meetings and be prepared to
report on the progress of
the Program.
4. The Committee for this Program will include
one Lion from each of the 5
Regions, who along with the
Chairperson will strive to establish projects
in their respective Regions.

Dog.
2. Promote the support of the school in the form
of financial contributions
from the Clubs within the
District.
3. Host or arrange to host the representative of
the Leader Dog School
when that person is in District
14-M.
4. Collect and record all monies receive for the
Leader Dog Project and
make regular reports at each
District Cabinet Meeting as to the progress
of the Program.
5. Forward all monies collected as directed by
the District Cabinet.
6. Keep the District Governor informed as to the
Clubs contributing to the
Program so the proper points
may be awarded in the District Governor’s
Contest.
7. Arrange, when requested, for visitations to

Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the District
L.C.I.F. Chairman. The purpose of
this Committee is to correlate the activity of the Lions Clubs
International Foundation and the local
Lions and Lioness Clubs. The L.C.I.F. Program is the greatest
humanitarian undertaking within Lions
International. Administered by the International Office, it assists
needs throughout the world.
Requirements:
1. Promote the L.C.I.F. Program throughout the
District by the presentation of
the goals and concerns of it
through films, talks, and literature. All of which
are available from Lions
International.
2. Study the L.C.I.F. Packet presented to the
Committee by International and
implement as much of it as possible
in the District.
3. Receive, acknowledge and record all Club
contributions to L.C.I.F.
4. Forward all monies to the proper person,
according to the wishes of the
District Cabinet.
5. Make a written report of the progress of the
program at each District
Cabinet Meeting.
6. Keep the District Governor informed as to the
total Program.

LIONESS CLUBS ACTIVITIES COORDINATOR
PURPOSE:
The purpose of this policy is to set forth guidelines
and to mor clearly define the duties of the District
Lioness Clubs Activities Coordinator.
GENERAL:
The District Lioness Clubs Coordinator provides
information and encouragement to the active and
potential participants in the Lioness Program,
promotes the growth and development of the Program,
encourages and coordinates District Functions for
Lionesses, helps develop the leadership roles for
Lioness Club Officers and Lioness Liaisons.
REQUIREMENTS:
1. Provide up-to-date information on the local
level on the organization of
Lioness Clubs.
2. Know that materials are available at the
Multiple District Supply Store,
and a Lioness Club Catalogue is available at
International Headquarters,
that will help the Clubs to grow and develop
creative, challenging programs
for their members.
3. Maintain contact with all Lioness Club
Liaisons and provide opportunities
for them to know each other so they can
exchange ideas that may be
helpful to their respective Clubs. Urge
the Liaisons to praise the work of
the Club’s members.
4. Encourage the organization of new Clubs in
the District and contact the
Liaison of the new Club as soon as
possible to keep you informed as to
the Club’s progress.
5. Encourage the Clubs to participate in
District functions such as seminars,
social gatherings where they can meet one
another and exchange ideas,
especially in conjunction with the District
Convention.
6. Keep the District Governor informed of the
progress of the Lioness Clubs
Program in the District.
7. Provide leadership development programs for
Club officers, members
and Liaisons at the District Convention. (See
Policy Numbers 25 abd 30).
8. Assist the District Governor in appointing
Co-Chairpersons.
9. Attend all Cabinet Meetings and be prepared
to give a report of the
progress of the Lioness Program.

Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the District
State Foundation Chairperson.

1. Be available to attend any required
meetings of the members of the
State Foundation.
2. Be familiar with the operations of the
Foundation, its purpose and its
progress.
3. Have available programs for presentation to
the Clubs within the District
when asked to do so.
4. Collect and record all donations received
from Lions, Lioness and
Leo Clubs and forward said funds as directed by
the District Cabinet.
5. Distribute whatever information is available
to the Clubs for the purpose
of encouraging donations to the
Program.
6. Attend all meetings of the District Cabinet
and be prepared to make a
report on the progress of the
Program.

LIONS QUEST CHAIRPERSON
PURPOSE:
The purpose of this policy is to set forth guidelines
and clearly define the requirements and duties of
the Lions Quest Chairperson.
REQUIREMENTS:
Should have some knowledge of the Program and the
schools where such program is to be implemented.
DUTIES:
1. Be responsible to have or to obtain any and
all information regarding
the Quest Program form Lions
International.
2. Publish or have published, through whatever
means possible, all
information to the Lions and
Lioness Clubs in the District.
3. Make yourself available to present a program
to any interested Club or
school concerning the Program,
including the cost and the training involved.
4. Keep the District informed as to the progress
of the Program.
5. Attend all Cabinet Meetings and be prepared
to make a report if called for.

Policy NO. 32
LONG RANGE PLANNING COMMITTEE
PURPOSE:
To set forth, maintain and clearly define the
requirements and duties of the Long Range Planning Committee.
GENERAL:
The Long Range Planning Committee has no
administrative authority, neither has a budget. Its duty is
to develop and/or study any idea, project or proposal
presented to the District, that will enhance the
affect the District in any way, and report these
findings to the District Cabinet.
REQUIREMENTS;
1. The Committee shall consist of five (5)
members, one from each Region
original appointed by the District Governor.
2. One member will be appointed annually from
the Region of the prior
Chair. The Chair will pass numerically until
July 2004, when it will move to
the most senior member of the Committee.
3. In the event that a member not being able
to serve, the Governor with
the approval of the Cabinet will appoint
another member from that Region.
4. Committee meetings will be called as
necessary by the Chairman or by
the District Governor.
5. The Chairperson shall attend all Cabinet
Meetings and give a report on
the progress of the Committee.

Policy No. 33
MELVIN JONES FELLOWSHIP COMMITTEE
GENERAL:
1. This Committee will consist of one member
from each of the Regions in
the District and they shall be appointed
by the District Governor at the
beginning of his/her term. One of those
selected shall be designated as
Chairperson.
2. The Fellowships shall be awarded in the
following manner.
3. To the sitting District Governor, provided
he/she completes his/her
year of service successfully.
4. To a Lion, Lioness or Leo designated by the
sitting District Governor,
provided that person has contribute to
the betterment of Lionism and
whose service is consistent with the
Lions Code of Ethics.
5. Subsequent Fellowships will be presented to
those deemed worthy, and
will be chosen in the following manner.
6. A form to nominate a person will be
provided by the District which must
be completed and submitted in duplicate
to the Region Chairperson by a
Lions, Lioness or Leo Club by January
fifteenth (15) of each year.
7. The Region upon receipt of the forms will
file the original and the name
and the Club information will be removed from
the duplicate copy and
forwarded to the District Governor.
8. By May 1st of each year the Committee will
select the required number
of candidates to receive the Fellowships. The
Committee will not know
the identity of the candidates, only the Zones
of which they are members.
9. The District Governor, upon receipt of the
forms from the Region
Chairperson shall forward them to the
Chairperson of the selection
Committee.
10. The Selection Committee shall choose and
submit the selected numbers
of nominees to the District Governor for
approval.
11. Upon approval by the Cabinet, the
duplicates will be given to the
Cabinet Secretary who will secure the
originals form the Region
Chairpersons, which will reveal the names of
those selected. The Secretary
shall then order the required number of
Fellowships.
12. Fellowships will be presented for each
$1000.00 received for LCIF. In
undesignated funds. Any additional funds
that total less than $1000.00
will be held until the following year.
13. Fellowship diamonds will not be presented
by the District.
14. Any Club wishing to present a Fellowship
will be required to provide
the funds necessary.

Membership Development and Retention Chairman
Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the District
Membership Development and Retention Chairman.
Requirements:
1. The Chairman will be appointed by the
District Governor and will be
required to serve in this capacity for a
period of three years.
2. Word toward the increase in membership, the
development of all members
and the retention of members. Keeping in mind
the strength of Lionism is in
the involvement and the retention of its
members.
Duties:
1. Induction Ceremonies - Plan a good
induction ceremony conducted
with dignity and pride. At the conclusion of
the ceremony have a welcome
handshake by all other Lions. This should be
done on all levels of Lionism.
2. Involvement - find out what new members are
most interested in our Lions
work so as to assign the new Lion/Lioness to
the Committee or project
which he/she is most pleased with.
3. Sponsor’s Responsibility - For at least
the first year the sponsoring Lions
should make sure the new Lions
become active.
4. Family Involvement - Have Family Nights,
Children’s Parties. Make
Lionism a family affair and new members
will be pleased.
5. Golden Rule - Make each member feel
important. Individual tasks and
praise. Let new members be a part of the
activities.
6. Activities - Invite other Lions or Lioness
Clubs to have joint meetings.
Racah out and extend the hand of Lionism
to all other Lions. Joint
ventures of tow or more Clubs for a larger
community good. This involves
the individual Lion and the Club as a
whole.

PURPOSE:
The purpose of this policy is to set forth guidelines
and to clearly define the requirements and duties of
this office.
REQUIREMENTS:
1. Should have some knowledge of public
relations, printing, processing
of information, and items of interest to the
membership of District 14-M.
DUTIES:
1. With the District Governor’s assistance,
secure as many supporting
patrons, Clubs, businesses, etc. as is
possible to help offset the publishing
and mailing of a monthly edition.
2. Secure and maintain an up-to-date listing
of mailing addresses of every
member qualified to receive an edition.
3. Be aware of the printing, postage, and
other related costs of this project
and make every effort to keep such costs
within the guidelines set for this
project in the District Governor’s Annual
Budget.
4. Work closely with the District Public
Relations/Lions Information
Chairperson in regard of the State and
International magazines.
5. Present all bills related to this project
promptly to the District Treasurer
for payment.
6. Attend all meetings of the District Cabinet
and be prepared to make a
report on the progress of this project.

ORIENTATION CHAIRMAN
Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the requirements and
duties of the District Orientation Chairman.
Requirements;
The District Orientation Chairman (Past District
Governor) shall be appointed by the incoming District
Governor. The District Orientation Chairman
shall then select two or three Past District Governors to
serve on the Orientation “Team.” The Orientation
Team shall conduct at least two New Member
Orientations, one in early November/December and one
in early March/April. Other orientation session
for Lions and their spouses can be scheduled
anytime at the discretion of the Orientation Chairman
and on either the Zone, Region, or District
level. Each Orientation Session is conducted to make sure
each Lion really values being a Lion. The goal of
Orientation Sessions is to reduce Club dropouts.
Duties:
The Orientation Chairman shall:
1. Notify the District Governor of the names
of the Team Members by
August 15 each year.
2. Notify District Governor of session planned
for Lion Year to include
tentative Date: ______________ Place:
_________________ Time: _________________
for each session by August 15 each year
and indicate whether for New
Member Session or General Orientation Session.
3. Review the orientation materials received
from Lions International with
Team members for use in District
Orientation Programs.
4. At least 30 days prior to date of New
Member Orientation Sessions,
request District Governor to send out written
invitations with reservation
form included to each new member during
period requesting that they
and their spouses along with their sponsor and
sponsor’s spouse may
attend.
5. General Orientation Session can be
scheduled through correspondence
with Club and/or in the District Newsletter.
6. Upon completion of the final Orientation
Session for the Lion Year,
conduct a team evaluation of the year’s
Orientation Sessions and the
effects they have had in the reduction of Club
dropouts. Send a copy of
this report to the District Governor and the
Membership Chairman.

DUTIES:
1. Acquire the names and addresses of all past
partners in serve within

not be limited to the spouses of
Past District Officers.
2. See that they receive invitations to all
District functions including
Cabinet Meetings, District and State
Conventions, and the District Spring
Party.
3. Keep them informed as to upcoming events
and what is occurring
within the District.
4. Keep the District Governor informed as to
the progress of your program
, including making a report at all meetings of
the Cabinet.

REQUIREMENTS:

concerning the Peace Poster
Program.
2. Encourage all Clubs within the District
to participate in
the Program through their local
schools.
3. Have the authority to seek out and appoint
Co-Chairpersons throughout
the District to assist in the Program, with the
approval of the District Governor.
4. Ascertain the winners of all posters,
secure and present the appropriate
awards as determined by the District
Cabinet.
5. Make application to the District 14-M “We Serve,
Inc” for the necessary
funds to complete No. 4 above, prior to the District
14-M Convention.
6. Attend all Cabinet Meetings and be prepared to
report on the progress of the Program.

PIN CHAIRMAN
Purpose:
The purpose of this policy is to set forth guidelines
and to more clearly define the duties of the District
Pin Chairman.
Requirements:
1. To submit to the District Governor and
District Cabinet a proposal for
the annual District 14-M official pin.
2. Upon approval of the District Cabinet order
such number of pins as
selected and be responsible for their
safe keeping.
3. Prepare, for mailing to each Club, a
photocopy of the annual pin, along
with an order blank for the number requested.
4. Collect all monies for the District Pin and
keep an accurate record of all
receipts and payments.
5. Suggest to the District Cabinet the selling
price for the pin with such
amount to include all costs.
6. Report at each District Cabinet Meeting the
progress of the Pin
Committee.
7. Deposit all receipts with District
Treasurer as soon as possible.

Public Relations/Lions Information Chairperson
Purpose:
The purpose of this policy is to set forth guidelines
and to define the requirements and duties of the
Office.
Requirements:
The Chairperson of this Program shall be responsible
of keeping all Lions, Lioness, Leo Clubs and the
community informed of the activities of the Clubs
within District 14-M.
1. He/She shall make ever effort to obtain
information and photographs
of Club activities and forward that
information to the local media and
all Lions publications.
2. Act as the District’s chief advisor for
public relations and publicity.
He/She shall strive to conduct training
sessions for all Club Public
Relations Chairpersons.
3. Motivate all Clubs to promote and maintain
a friendly relationship with
their local media and to keep them informed of
the Club Programs.
4. Keep Clubs advised of all material
available from Lions International and
its uses for internal and external
communications.
5. With the District Governor, determine the
information most needed by
Clubs and how to communicate it.
6. Provide advance notice to all Clubs prior
to the District Governor’s
visits with biographical information.
7. Arrange publicity for visits of
International Officers to the District.
8. Store and account for all District owned
property, such as Visual and
Audio equipment.
9. Urge Clubs to install and maintain Lions
highway signs at the entrances
to their communities.
10. Follow the instructions as published in
the International Public Relations
and Information Manual.
11. Make an effort to review the Activity
Report of the Clubs on a monthly
basis.
12. Attend all Cabinet Meetings and be
prepared to make a report on the
progress of the Program.

Puppy Dog Committee
Purpose:
The purpose of this policy is to set forth guidelines
and more clearly define the duties of the District
Puppy Dog Committee.
Requirements:
1. The Committee will consist of a Chairman, a
President, and a Treasurer
Advisor which will be appointed by the
District Governor.
2. They shall work toward furthering the goals
and ideals of the program.
3. The Chairman will keep a complete and
accurate record of all puppies
raised and sent to the Leader Dog School and
be prepared to give a report
of the progress of the program at all
Cabinet Meetings.
4. The Treasurer will record and deposit all
donations to the program in a
banking institution agreed upon by the
Committee.
5. The Treasurer will submit the financial
records to the Auditing
Committee at the close of each year.

DISTRICT RESERVE FUND COMMITTEE
PURPOSE:
The purpose of this policy is to set guidelines and
clearly define the duties and responsibilities charged
to this Committee.
GENERAL:
1. The purpose of this Committee is to create
and administer a Reserve
Fund within the District to help defray
the administrative cost of
operating the District.
2. Said Fund will be kept separate of the
District Administrative Account.
3. The Committee will consist of a
Chairperson, Vice Chairperson,
Secretary/Treasurer and two additional
members. They shall be appointed
by the District Governor, with no more than
tow members appointed in any
Lions Year.
4. This Committee shall be under the direct
control of the District Cabinet
and governed by this policy.
5. A two thirds majority vote of the voting
members of the Cabinet will be
required to use and or alter any of the
principal of this Fund.
6. The interest earned from the principal of
the Fund shall be used as
follows. That amount needed to balance
the Administrative Account at
the beginning of the Lions Year at one
thousand (1000.00). Should there
be in excess of that amount remaining in
the Administrative Account at
that time, then that amount exceeding on
thousand (1000.00) will be
transferred back to the Reserve Fund. An
additional amount of five
hundred (500.00) may be transferred to the
Administrative Account,
if needed and the District Governor can show
proof of the need.
7. The amount of fifty (.50) cents per member,
based on the number of
members shown on the monthly Activity Reports
submitted for June
and December will be transferred to the
District Administrative Account.
DUTIES:
1. The Chairperson and the Secretary/Treasurer
of the Committee shall
attend all meetings of the Cabinet and make
regular reports on the progress
of this fund.
2. The Secretary/Treasurer will make the
records of this fund available to
the District Audit Committee at the end
of each Lions Year.

SIGHT FIRST CHAIRPERSON
PURPOSE:
The purpose of this policy is to set guidelines and
clearly define the duties of the Chairperson of this
program.
REQUIREMENTS:
1. The Sight First Chairperson is appointed by
the District Governor and
serves the District by providing liaison for
Club, District, and International
programs.
2. Be well informed of existing sight
activities within the District and those
suggested by Lions International.
3. Be familiar with the sight activity support
material available form Lions
International and other sources and keep
the Clubs and District informed
of such material.
4. Work closely with the Public Relations
Chairperson in promoting District
sight programs through newspapers and the
District newsletter.
5. Determine how best to motivate and educate
the Clubs to improve and
or expand their sight related programs.
6. Seek out new areas for Lions involvement in
the Sight First filed and
propose them to the District Cabinet and
Clubs.
7. Be available to visit the Club, Zone and
Region Meetings to present
programs on the Sight First Program.
8. Encourage the Clubs to collect used
eyeglasses and enter the amount
collected on their Activity Reports, turn them
over to the proper individual
for distribution to people that have a
need or them.
9. Encourage the Clubs to hold visual and
glaucoma screenings.
10. Encourage the Clubs to get involved in the
areas of eye banks and the
eye donor programs.
11. Be familiar with Lions International Sight
First grants and criteria, and
any need within the District for such
grant. If a need is identified, contact
the District Governor to obtain approval
to file application for such grant.
12. Attend all Cabinet Meetings and be
prepared to report on the progress
of this program.

Requirements:
1. Encourage all Clubs within the District to
conduct a “White Cane Day.”
2. Prepare and distribute to all Clubs,
information kits or any material that
would be helpful in conducting a White Cane
Day.
3. Keep on hand White Cane Day Stickers for
sale to the Clubs. The
amount to be decided by the District Cabinet.
4. Receive reports from each Club with regard
to the amount collected and
report the District total to the Western
Regional Chairman.
5. Attend all Cabinet Meetings and give a
report on the progress of the
program.

2. Promote the Program throughout the
District, contacting Lions/Lionsess
families that are interested to
participate in the Program.
3. Do the utmost to make Lions/Lioness Clubs
aware of the purpose of the
Program which is to further the Object
of Lioniism, which is: To create and
foster a spirit of understanding among
the people of the world.
4. Attend all Cabinet Meetings and report on
the progress of the Program.
